Appearance:
Tall and willowy, with an unusual combination of knee-length forest-green hair partway coiled into a bun and garnet-colored eyes, she has a striking presence. Her civilian wardrobe is stocked with business suits, lab coats, and ladylike (but occasionally pretty daring) separates in black and jewel tones, particularly purples and dark reds. She can transform into her superhero self at any time courtesy of a pen she always carries with her. When transformed, she wears a sailor-themed superhero outfit in black, white, and dark red, with tall boots and a short skirt, and she carries a powerful key-shaped staff. She strikes a three-way balance between aggressiveness, gentleness, and grace.

Personality:
When it comes to children and kittens, she is cheerful, patient, kind, and caring. She can be a softie.
However, when it comes to her superhero duties, she is analytical, serious, strict and merciless. She will put in overtime to crack a tough enemy problem. She tends to act first, and let her actions explain themselves later. Socially, she is genial and incredibly loyal. Her best friends are those she’s stuck with over a lifetime or two, or three.
While loyal and devoted to those she trusts, she is incredibly independent and secretive. Therefore, while her inner monolog is one of caustic wit and dry sarcasm, she has traditionally held her tongue, so only her closest friends are occasionally privy to her true thoughts. As part of other changes she is making in her life, however, she is making a point of being more forthright and vocal with those around her...

Abilities/Weapons:
Setsuna’s non-magical abilities include running, jumping rooftops, and fighting in high heels, as well as basic hand-to-hand combat.
She knows how to negotiate between powerful people with huge egos without personally getting killed. She’s skilled at using her staff as a weapon and twirling it fast enough to serve as a shield. The staff in question is her “Garnet Rod,” topped by the “Garnet Orb.” It concentrates most of her power. When combined with the weapons of two of her teammates, it has additional powers.
She has demonstrated two power-blast style offensive attacks and the ability to put up a protective force-field shield.
Finally, she can control time and dimensional travel and various ways. First of all, she can block off travel to and from specific dimensions at will. Second of all, she can stop time.

Weaknesses:
As Pluto, she has had control over time travel, but this has meant monitoring it constantly for what could amount to centuries. This usually has meant literally standing guard in the darkness at the “Time Door” – year after year, with little to no human interaction, and the solemn duty to destroy anyone who drops in unannounced. As a result, despite appearing to fit in well in contemporary life when duty calls her to Earth, these respites are brief and she is susceptible to feeling incredibly isolated and melancholy. While she feels it is her duty to do this job, and has found ways around it, she is bitter about the time it’s taken out of her life and resents its continued hold on her.
Additionally, she has several restrictions on her power. One’s a precaution: she is not supposed to leave her post at the door (she breaks this rule without consequence). But more importantly, while she has the power to stop time, this comes at a price of (temporary, but very real) self-destruction. However, she may be on the verge of “cloning” herself such that a temporary destruction of one self will not impede the continued existence of another…
Finally, most secretly, she’s just a little bit embarrassed and irritated that her planet no longer has planetary status. After all, she still has to use some planet-based incantations to get powered up; they still work, but they sound just a little odd, in today’s (2007) day and age…

History:
Pluto’s entry-level job was quite literally standing at a Time Door controlling passage for people and monitoring the past and future for irregularities. There are five major parts of her story.

Part 1: Discontent and sacrifice (based on "Sailor Moon R" equivalent manga)
When Sailor Moon and her pals needed passage to the future. While Sailor Pluto has some ability to monitor different time periods, her view of the battle situation was not perfect, and this is the first time she clearly expresses her wish to ditch her post and join the fight. After some angsting, she finally does just that.
It happens that during the fight, one of her more deranged opponents tries to take the same magical item from two time periods and combine them. He thinks it will make him more powerful; in fact, it will cause world destruction. Unable to stop him, Pluto stops time instead, saving the day -- but she dies shortly afterwards.

Part 2: Sacrifice again (based on Sailor Moon S anime)
On the whim of the queen, Pluto is restored to life for another round. However, she immediately starts breaking the rules again, starting by leaving the Time Gate – or so it seems. She appears as a civilian on Earth using the alias “Setsuna Meioh,” along with her buddies Sailor Uranus and Sailor Neptune. These two are looking for the secret human hosts of three magical items. It happens that a bunch of bad guys are after the same three items. Why? Well, these items are among the keys to either saving or destroying the world. Naturally, the bad guys want to destroy the world, and Sailor Moon et al. need to stop them.
Sailor Pluto helps Neptune and Uranus just as the items they’ve just found are nearly stolen.
Later on, while going to fight the enemy and rescue some other characters, the three of them are attacked while airborne in a helicopter, and the helicopter explodes in midair. Caught again in a crisis, Pluto stops time, teleports Neptune and Uranus to safety… and disappears into the fiery blast.

Part 3: Experimentation (based on Sailor Moon S anime)
Pluto starts appearing to various characters while simultaneously existing outside of time at the Time Gate. This indicates she has finally mastered manipulating time and space to such an extent that she can essentially be in two places at once, and can both fulfill her duties and move about freely outside of them.

Part 4: The final straw (based on Sailor Moon Stars anime)
Proving she’s got her methods nailed, she manages to reboot herself back into the present day on Earth of her own will for an extended appearance. Along with Uranus and Neptune, she leads a life of unusual domestic bliss, raising the baby Sailor Saturn and waiting for the baddies to show themselves.
Unfortunately, this is the toughest enemy yet, but Pluto does not try stopping time as a strategy. During the very final battle the enemy offers an ultimatum: fight and die, or join them and live on their artificial life support. Neptune and Uranus choose to “join” them (intending to turn on them at the last minute), and in order to prove their so-called allegiance, suddenly turn and kill Pluto and Saturn!
So, Pluto dies, yet again. Happily, Sailor Moon saves the day, and magically revives Pluto (and everyone else).
Once peace is restored for what seems like the final, definitive time, it looks like Pluto will be rooming indefinitely with this oddball surrogate family. She doesn’t overtly display any grudge against Neptune for killing her, presumably maturely accepting that it was meant as a strategic move for the greater good; on the other hand, Setsuna at this stage still keeps her true thoughts secret...
But from here on, she is finally free to live her life however she sees fit.

Part 5: Freedom (based on canon character profiles and manga story "Parallel Sailormoon")
Setsuna’s formal training has been in experimental physics, to aid in her duties. In fact, her whole life has been focused on training and on refining her skills, and on patiently serving the system, kowtowing to royalty, and dealing with crises. Her personal dreams have always gone out the window, so much so that she sometimes loses sight of the fact she had her own ambitions, once upon a time.
Just try to guess what her unspoken career goal has always been. Physicist, you say? Nope. Superhero? No, she inherited that; she didn’t ask for it. Nanny? Okay, much as she loves kids, that’s not it, either… Give up?
Okay. Her dream has always been to become a fashion designer! Bet you didn’t see that coming.
As this RP starts, Setsuna is on the verge of really breaking out on her own. She’s figured out how to stay on the planet and in the time frame she wants. She’s finished her university training in physics. She’s fought and won against a parade of bad guys and can finally look forward to a break. Her two friends graduate from college in two years and are working part-time as cooking instructors. They still room together and she works teaching the cooking class as well. However, she’s finally getting to work on what she wanted to do all along. She’s working on putting together a business plan for her own fashion design firm…
